Being directed by Fritz Lang has no effect on copyright status.

Summary
(If no renewal was found, the line begins with "-- no --".
Otherwise, the line begins with a number representing how
closely the title was matched; 0.00 means a perfect match,
and 0.18, for example, would indicate a poor match.)

-- no -- SCARLET STREET (1945)
0.00 THE WOMAN IN THE WINDOW (1944)

1 of 2 renewed. (50%)

As for the silent movie in question, tinting and the soundtrack can very easily be removed by a transcoding program. The remaining problem is the title cards. Was a new translation into English done? I guess the title cards from the original English version would have to be used.

According to Video-Cellar, cleaning the dirt off of an old film ("sweat of the brow") does not entitle one to a copyright claim.

Okay, that explains the listing at IA for "Scarlet Street" and the removal of "Woman in the Window".

"Was a new translation into English done?"...nearly impossible to determine with any accuracy but it would stand to reason that they may well be new translations of the original German since Ulrich Ruedel was give English Titles credit. I must say that the presentation is well-done.

So far, this still begs the question of the differentiation between "restored" and "manipulated". It is not a philosophical question but one of common parlance of the meaning of the words as I have explained before. "Der müde Tod" has not been restored whereas "Lost Horizon" has been restored as well as "Metropolis".

Merely cleaning a film is an "iffy issue and I would concur that standing alone does not carry merit.

Concerning "M", why was it removed?

And, these could be problem films too...

Alfred Hitchcock's "Sabotage"

François Truffaut's "Shoot the Piano Player"

Henri-Georges Clouzot's "Diabolique"

And maybe...

Arthur Lubin's "Impact"

John Cromwell's "Algiers"
